Shakila is a citizen of Afghanistan. The Bonn Conference that chose Hamid Karzai as the leader of the Afghan Transitional Administration charged him to appoint a Constitutional Loya Jirga.〔 (mirror ) 〕 Karzai appointed Shakila one of 502 appointees.
